I believe the surveillance has people frozen in place and that is why nothing seems to be happening. The first idea is to create a fake revolution in an effort to get a real one going. It would work the same as trying to get false stories in the media that leave historical clues but it would be done on a large scale over the entire country. Call local radio and TV stations and report normal events like fires or out of control party's as revolution. Denial Of Service attacks overwhelm a website, this idea is the same only applied to TV and radio. Use fireworks to really get it going.

Thermite is a mixture of chemicals that when combined create heat so intense it will melt steel or iron and render it useless. Most railroad tracks cross a public street somewhere so the rails are exposed and can be melted with Thermite and cause a derailment. This would help to stop world trade.

Hijack a couple ships outside a harbor and sink them in the shipping lanes. This renders the port unusable and would stop world trade. People would be forced to produce items locally. Necessity is the mother of invention.

To stop local police spray thier utensils (forks, spoons and knives) with swamp or any stagnant water. It can be teaming with all kinds of bacteria and will make them sick.

If fires get started in urban areas break fire hydrants with a car to lower the pressure so the fire can't be fought.

Cause traffic jams in inner city areas during rush hour to create nightmare headaches for local police. This could also be done on a major highway. Get as many cars as needed to block all lanes, ride side by side and then stop and light them on fire.
